Eastern Ontario Waste Handling Facility Landfill Expansion Environmental Assessment
GFL Environmental Inc. (formerly Lafleche Environmental Inc.), the owner and operator of the existing Eastern Ontario Waste Handling Facility (EOWHF) in Moose Creek, Ontario, is undertaking an Environmental Assessment (EA) in accordance with the requirements of the Environmental Assessment Act (EAA) seeking approval to expand the disposal capacity of the existing landfill at the EOWHF. The proposed expansion will involve the development of Stage 3B and Stage 4 inside the boundaries of the existing EOWHF. These landfill stages were identified for development in the original approval for the EOWHF.
The EOWHF is located within the Township of North Stormont, approximately 5 kilometres north-northwest of the village of Moose Creek, Ontario, and 5 kilometres east of the village of Casselman, Ontario. The purpose of the EA is to assess the potential effects of the proposed landfill expansion on the environment.
The EA has been carried out in accordance with the requirements of EAA, the approved Terms of reference (ToR), and the conditions of approval. The Minister of the Environment and Climate Change approved the ToR for the project on May 11, 2017. The approved ToR outlines the framework and work plan for addressing the EAA requirements when preparing the EA, including the public consultation activities that will be carried out. A link to the approved ToR is available below.
A Notice of Commencement for the EA was issued on June 7, 2017.
The results of the EA are documented in an EA Study Report. The EA considered two alternative methods for providing the additional disposal capacity within the existing property boundaries for the EOWHF. The development of Stage 3B is the same for both alternative methods. Alternative Method 1 involves developing Stage 4 as a rectangular cell similar to the original plans for the landfill. Alternative Method 2 involves developing Stage 4 in an L-shaped cell. The comparative evaluation of the alternative methods determined that Alternative Method 1 is the Preferred Alternative.
The Draft EA Study Report will be available for review on January 31, 2018. We ask that you provide any questions or comments to the study team using the contact information provided below by March 5, 2018.
The Draft EA Study Report and Supporting Documents can be downloaded using the links provided below. A hard copy of the Draft EA Study Report may also be reviewed at the EOWHF Administrative Offices, 17125 Lafleche Road, Moose Creek, Ontario.
Members of the public, agencies, Indigenous communities and other interested persons are encouraged to continue to actively participate in the planning process by attending consultation opportunities or contacting staff directly with comments or questions. Consultation opportunities are planned throughout the planning process and will be advertised in local newspapers, here on the project website, and by direct and/or electronic mail (email).
